The European Commission has adopted a new State aid framework to support the Clean Industrial Deal, known as the Clean Industrial State Aid Framework (CISAF). This landmark policy update enables EU Member States to provide targeted support for clean energy, industrial decarbonisation, and clean technology, offering long-term regulatory predictability until the end of 2030.
Replacing the Temporary Crisis and Transition Framework (TCTF), CISAF streamlines approval processes and creates more flexible funding conditions to accelerate the deployment of low-carbon technologies. This is particularly relevant for projects like JOULIA, which focus on demonstrating and scaling novel clean industrial heating solutions.
How CISAF Aligns with JOULIA’s Objectives
JOULIA is developing and demonstrating advanced electric heating technologies namely, induction and microwave systems, as efficient contactless alternatives to fossil-fuel-based heating in mid-temperature industrial processes. These technologies are currently being tested in real production environments:
- Induction heating for rubber vulcanisation
- Microwave heating for glue thermal activation in multilayer plastic pipes
Supported by predictive maintenance tools, digital modelling, and process optimisation, JOULIA’s solutions aim to reduce emissions, enhance energy efficiency, and offer greater flexibility in industrial operations. All innovations are being validated at Technology Readiness Level 7 (TRL7) and assessed through techno-economic analysis (TEA), life-cycle assessment (LCA), and life-cycle costing (LCC).
The new CISAF framework strengthens the regulatory environment for these types of industrial innovations by:
- Simplifying funding access for clean-tech manufacturing and decarbonisation initiatives
- Enabling faster rollout of electrification technologies powered by renewable energy
- Allowing tailored aid for energy-intensive users transitioning to low-carbon solutions
- Supporting demand for clean technology via tax incentives and de-risking mechanisms
CISAF is particularly important for JOULIA’s replication strategy, which explores how the project’s technologies can be transferred to other industrial sectors such as food and ceramics. With Member States now empowered to provide aid for decarbonisation, electrification, and manufacturing scale-up, the framework creates a more supportive environment for industrial users and investors interested in adopting JOULIA’s solutions.
By aligning technical innovation with policy momentum, JOULIA stands at the forefront of Europe’s clean industrial transition. The adoption of CISAF marks a critical step forward in creating the market conditions necessary for a competitive, electrified, and climate-neutral manufacturing sector.
